Devara Nadalli is set in a small coastal town of Karnataka with different political and religious ideologies clashing with each other. Nayaka (Achyuth Kumar) is getting ready to be the Chief Guest at the school and college where he studied. The school teachers and students are also in full preparation when suddenly a bomb explodes in one of the rooms. No one is killed because the function has not yet begun but a staff member is injured. Nayaka is shocked by the incident and angry but is told by people with business plans for the town to forget about ti and leave the investigation to the police. His political staff discuss among themselves that it might be a gimmick because of the upcoming elections.
Meanwhile, three friends meet that morning. Shankara has the bike which they travel on, Bhat is a RSS member and Maddy is a communist party member. His party is protesting against the government’s plans to create a Special Economic Zone in the region. They believe it’s a scheme by rich businessman to take over their land and loot them. But when they are together, these friends don’t think about their political differences.
The SP (Prakash Raj) is assigned to investigate the incident and he has his own style of investigation and doesn’t follow the typical methods. As the investigation begins, different political groups and also normal people begin to be suspected for the bombing.
